Great for the price
I bought this at Walmart a few years ago to replace another similar model from another company. Like a prior reviewer I also spent $19.99 + tax for it. I use it to make rice, cook potatoes, cook eggs, and warm left overs. It beats the hell out of my mom's generation of a bamboo steamer over a pot contraption, while this may only last a few years it saves so much in labor, electricity, and space that it's worth it. My mistake of the time was not buying two more as backups and so I can stack the rings on top of one another to cook more things at once.
Positives were that it's cheap, makes steam quickly, easy clean up (just drain water and rinse the other parts), quick dial to set it and forget it (like another brand's infomercial), and it's is the best way to warm up day old pastries.
My complaints about this model vs the prior brand (can't remember the brand) is that it's sections are not as high, wide, and doesn't have it clear window that allows you to see...
Makes my cooking much more easy!
I bought mine about a year ago... and use it an average of 3-4 times a week.
It's so easy to just put all vegetables in it(whole or cut in pieces), turn on and forget until diner time! You name it: ears of corn, potatoes, carrots, all kind of squash, etc. Veggies ready every night. I cook for a family of 3, but you could have veggies enough for a family up to 6. When more is needed, I just fill it twice! Ha, ha!
The plastic pieces look fragile, but they are good enough for what intended to. To clean I just put everything in the dishwasher (except the electric base of course!)and never had a problem.
You could find another steamers with better characteristics, but if you don't want to spend a lot of money like me... this is the model you need.

Purchased mine at Walmart as it was only $19.88, almost $10 cheaper, plus the $10+ shipping cost here was a bit much.
The steamer works like it should. Just put your food in the steamer, set the timer and wait till it goes off. I did find that I needed a little more time than suggested for certain foods, but other than that the steamer works great.
